Meanwhile, in the Planning Office, there's some bad news.

Panel 1: C. Partell is sitting at his desk. A young woman comes in holding a laptop. She says: Someone wants to appeal a planning decision you made, Mr Partell. C. Partell says: Appeal?! Panel 2: C. Partell is walking down a corridor followed by the young woman. It is getting darker. There is a flaming torch on the wall. He says: We must consult the Regulations. Follow me to the Chamber of Compliance Panel 3: C. Partell and the young woman are kneeling at an altar. There is a giant stone behind them carved with ancient writing. The laptop is on the altar. C. Partell says: Place the appeal on the altar in front of the sacred texts Panel 4: Two people are looking at a letter in a house. The person holding the letter says: It says: Appeal denied. The other person says: Can you smell incense?
