Sorry - this cartoon is so obscure, unless you've been through the pain of dealing with building regulations.

This is a four panel cartoon. Panel 1: The image shows a confessional box with purple curtains either side, and a sign above the box which says: Building Regs. A man is sitting down on the right side of the confessional and pulling the curtain closed. He looks nervous. On the left side of the confessional, the curtain is closed. Man: FORGIVE ME OFFICER, IT'S BEEN SIX MONTHS SINCE MY LAST INSPECTION... Officer: GO ON... Panel 2: Man: I DIDN'T USE A CONTINUOUS SHEET OF DAMP-PROOF MEMBRANE UNDER THE SUB-FLOOR. Officer: THAT'S OK - SO LONG AS YOU OVERLAPPED IT AND TAPED THE SEAMS. Panel 3: Man: I DIDN'T HARDWIRE THE SMOKE ALARMS INTO THE MAINS. Officer: THAT'S OK - IT'S ONLY A RECOMMENDATION - YOU CAN USE BATTERY ONES. Man: OH - AND I DON'T SUPPOSE IT MATTERS, BUT I FORGOT TO INCLUDE THE ADDITIONAL OPENINGS ALLOWANCE IN MY S.A.P. CALCULATIONS... Panel 4: The officer has thrown back the curtain and is standing, pointing at the man. The officer has short hair, and is wearing a jumper and trousers. The man has pulled back the curtain and is sitting half out of the box with a terrified expression on his face. Officer: WHAT!!! GET OUT OF HERE, YOU HEATHEN, BEFORE I KICK YOU DOWNSTAIRS!
