A day in the life of C. Partell - the planning officer from Building Regs Confessional.

Panel 1: ANOTHER DAY IN THE PLANNING OFFICE... The time on a digital clock is 09:05. A man is sitting behind a large desk. He is frowning and looking over his glasses at a person sitting opposite. The man is wearing a polo neck jumper. He's pointing to a large floor plan drawing on the desk. Man: The only access to the first floor is via the stairs. You'll need to install a lift! - Next! The person sitting opposite just says: Oh... Panel 2: The time is 11:25. The man is waving his hands over a large plan showing the front elevation of a house with stairs leading up to the door. Opposite him are two people with their backs to us. Man: THESE STEPS TO THE FRONT DOOR ARE NO GOOD. IT NEEDS TO BE A RAMP! - Next! One of the people sitting opposite says: Really? Panel 3: The time is 15:12. The man has his elbows on the desk and his arms raised with hands outwards. On the desk is a large floor plan. Opposite a person is sitting with just the back of their head visible. Man: THIS CHANGE OF LEVEL TO THE OUTSIDE IS A HAZARD! IT NEEDS TO BE LEVEL ACCESS THROUGHOUT! - Next! Panel 4: The time is 17:32. The man has taken off his glasses which are on the desk and he has sat back. Opposite him is a Dalek with just the back of its head visible. Man: Oh. It's you. Dalek: Good work Mr Partell. Your cheque is in the post.
